The White Lotus Tier 5 missions are currently unavailable due to a bugged out Tier 4 mission, so players haven't yet uncovered what these specific missions will require. You can choose to attempt this quest now for just the skull, or you can always hold on to the key in your DMZ storage with the chance of needing Sunken Ship Thief's Cache key for a later mission.
