Ive never had a problem with a 50/50 water / emuksion for mist coat in the 18 years of plastering.. By the sounds of it the plaster has definitely been over worked/trowed/polished. Plaster primers I feel are just comercialised product. Waist of time in my opinion. So upto you if you want to use a plaster primer. A white wash/ mist coat is quite sufficient.However, using a primer is almost always worth the extra effort. The primer adds a layer between your raw surface and subsequent coats of paint. On porous surfaces, this smooths out the surface, avoiding the need for unnecessary coats of paint later and an uneven final result.

Painting the metal surfaces in your home and garden – think garden gates, garage doors, and aluminium window frames – is a good way to refresh your space. Before you start painting your metal surfaces, you will need to prime them to help the paint adhere to the smooth metal surface. As above, it is really important to seal the surface before painting on to plaster. Do not use PVA for this, follow the instructions above and use a watered-down paint layer or a specific primer. What surface are you plastering on?

You only need to apply one layer of mist coat to seal the new plaster and make the new plaster less porous and easy to paint. The colour of emulsion you use to make the mist coat doesn’t matter either.
