I know it happens in dog food as well – not all ingredients (often vitamins/minerals) are local, some are imported. I think dog food has done a better job labeling where any non-local ingredients are sourced (and which ones).

I haven’t been able to find as much (in support or against) with respect to cosmetics other than what I’ve heard being in the industry, but in a lot of other manufacturing segments, it’s more documented. Ingredients can be imported during manufacturing – just because it’s made in X doesn’t mean parts weren’t obtained from somewhere else – it would really depend on the labeling laws, which were confusing for cosmetics last I tried to read about it, and the laws would definitely vary by country. Mica is a known ingredient as it is often sourced under poorer working conditions with Indian being a top producer, and it’s in a lot of products (Lush has a write-up about why they removed natural mica from their supply chain: https://uk.lush.com/ingredients/synthetic-mica, and Vogue has a good write-up on mica in general here: http://www.vogue.co.uk/article/skincare-alphabet-what-is-mica). Anyway, there are lots of choices on the market so you should always make the choice that’s right for you, personally – makeup is to make you feel better, not worse! 🙂 answered already.
