This tranquil heathland is home to some very special wildlife such as nightjars, tree pipits, woodlarks and silver-studded blue butterflies. It has rich and varied habitats together with an excellent historical record of the species to be found there. Hampshire’s coastline supports substantial colonies of breeding Black-headed Gulls, Sandwich Terns and Little Terns, and in winter, the harbours are taken over by vast numbers of migratory waders and wildfowl, including internationally significant numbers of Brent Geese, Grey Plover, Dunlin, Black-tailed Godwit and many other species. Majestic red kites have been seen soaring across the area, as well as brightly coloured yellowhammers, hoppy fieldfares and chirpy woodlarks.

While this species doesn't exactly hover it can hang pretty steadily in a headwind, and no other British raptor has a forked tail so it seems very likely this is what you saw.
