It seems to be an argument from ignorance, whereby he has taken the correlation of certain outcomes and their connection with people believing they can influence the quantum realm, and decided this is evidence enough that the quantum realm caused these outcomes. It would be best used with the book of the same name; however, I have found a PDF of his book so I'm working with that, which should please people during this difficult time financially.
