Watchers of the Throne is a bold examination of the consequences of Warzone: Fenris and The Gathering Storm. It is balancing act of complementary stories and musings which ultimately provide a framework to understanding what has transpired. A: Yesugei called them “the bringers of vengeance”. Whether that’s a literal translation or not, you’d have to ask him (my Khorchin is a bit rusty). Enemy Civil War: In The Regent's Shadow, the Splintered and the Imperium Eterna come to blows, as the latter were using the former to set themselves up to become a Villain with Good Publicity.

Fallen Hero: Underplayed; the leaders of the Splintered are various figures of authority on Terra, like administrators, cardinals, and Arbites leaders, who have used the turmoil on the planet for a power grab when they should've been the planet's first line of defense.

She lets out a battle cry at the very end of The Emperor's Legion, as she believes she's about to die. Intimidation Demonstration: When Valerian's team assaults a Splintered stronghold, they approach it in full view, walking slowly and Parrying Bullets. Valerian notes that this is both to intimidate their enemies and to awe their allies. In The Emperor's Legion, we have three primary viewpoints. The first of these is Imperial Chancellor Alexei Tieron who looks after the interests of the High Lords of Terra, the twelve nominated peers of the Imperium who rule it in the Emperor's name. He is no High Lord himself, but he has equal political power and can affect great changes should he put himself to the task. Which is what much of the novel is about for one of the great debates before the High Lords when the novel begins is to (potentially) redefine the role of the Adeptus Custodes within the Imperium. Said to be ten thousand strong, they are a potent legendary force and with the affairs of the Imperium as dire as they are, redeploying some of their number to active warzones would be a great advantage. And so the law itself must be changed, and Alexei intends for that to happen. Chaos tried to trap Guilliman and Terra in a cage by cutting off all warp conduits by using (at least in some cases) Necron pylon shards from Cadia which were "tempered on dark forges, bound by fell sorceries and augmented in blood-soaked rites until their original power was twisted into that of pure ether-destruction"

The first is the study of "what is known", at least insofar as 40k can be certain on millennia old information. The Emperor never left written testimony, so it's about the study of the works of remembrancers and faithful who get visions and the like who're written down what he said. They try to understand what he meant with what he said. The twelve missing assassins Jek notices in Assassinorium documents turn up killing off the leaders of the Imperium Eterna. Couldn't Find a Pen: When searching her convent, Aleya finds a message left behind by their astropath, written in blood on his wall, imploring her to come to Terra. Karma Houdini: Not counting their losses in the battle with the Custodes, the Minotaurs are never punished for siding with Imperium Eterna, despite the fact that assaulting the Custodians would spell death for any other Chapter. Far more than Dark Imperium, this feels like a primer. Not of a "new normal" but of the absolute madness that marked the end of 7th edition 40k. While Terra does not feel as inhabited or vital as it did in The Carrion Throne, Wraight still makes it feel like a character in its own right; even if it is one that feels at points not long for the world.At least some Custodes have direct command over regiments for defence of the palace. The character Valerian has command of 4,000 normal human troops.
